Institutional Analysis of Water Management Committees in Brazil (1)

Policy reforms took place during the 1990s aiming at establishing a novel model for water management in Brazil. Such reforms have created watershed/catchment management committees, as the main means to implement the model at the watershed/catchment level. As a new and evolving experiment, the Brazilian case provides an interesting opportunity to examine institutional dynamics and how it has resulted in a more integrated, decentralised and participatory governance, as called for by the National Water Resources policy.
